I don't know how much Koulibaly's transfer to Chelsea cost, although some news reports say 40 million euros plus some bonuses. If that's true then Napoli will definitely have some money to spend on getting other players in the transfer market. One name that is currently sticking out is Dybala, but Napoli are also looking for another defender to replace the vacant position after Koulibaly's move to Chelsea.

Napoli will get enough money to spend it to get some players that can improve the team imo like Dybala and to replace Koulibaly. There is rumours about Kim from Fenerbahce and Ostigard from Brighton to reinforce the central defence position.

I also saw this news and this is actually quite surprising because some time ago Suarez was rumored to be MLS DC United but now both Serie A clubs are after him.

The whole question is about the money that the clubs can offer and the most important place in the main squad. For Suarez, the most preferable option is to stay in Europe until winter and have game practice because of the World Cup. Yes you are right if AC Milan really took an interest in Luiz Suarez they would easily get him, considering I haven't heard of a team that wants to get him. PSG informed that they were not prepared to pay Scamacca a higher price than they offered.
