If they haven't done it by now then obviously they are not a good DO supporters as it's been plastered nearly everywhere daily.
When you support something 1st logical step would be to go to the site of the project and register there. Kind of common sense? maybe it's just me. lol

While I do somewhat agree with you, it wasn't previously a rule that people had to join the Official Forum. I have always been a big proponent of doing it, mainly so people have the chance to keep up to date, and get the best answers to their questions. There is a bit less hectic, and people have the time to properly respond to questions without it being quickly buried. Plus, I promise people will learn something new.

That all said, I'm very pleased it is not mandatory. Further, people should be happy to join there, and share in their excitement over DeepOnion.
