In Qubic the reward goes to one who retransmits transactions. If u see a transaction and the level of the signal is low then u should retransmit it. More nodes will receive the transaction in this case and some of them will give the reward to u, not to the node u received the transaction from.

No. Fragmentation leads to slower transaction times. en.wikipedia.org/wiki/CAP_theorem can't be "cancelled", so we have to live with trade-offs.
