Such generation and inflation is only possible with influx of enormous amounts of hash, so this is not an end-game scenario, just how things play out before stabilizing. The coin will reach a STABLE point where adding 10x hashpower on a whim is not profitable, and this generation would not be feasible.
Also, for every period where there is fast generation, there would be a slow period - just not as noticeable as with a regular difficulty adjustment. Think of it as friction on the difficulty, that tends to return everything to a stable midpoint.
Influx of enormous amounts of hash is precisely what coin switching pools bring about - and not only the pools, but individual miners who monitor profitability sites and switch mining from coin to coin to "maximize profits." There is no "averaging out" that goes on that makes long-term miners whole. The periods of fast generation last far less long than periods of slow generation, so what happens is that during periods of fast generation, lots of hashing power temporarily shows up, takes most of the Catcoins that are generated and dumps it on the market, while the loyal Catcoin miners only get a few of the coins during this period (which may last only a few hours), then the difficulty gets adjusted way upwards, all the temporary massive hashing power goes away, and the loyal Catcoin miner has to mine unprofitably for many days, only to have the cycle repeat. This is a recipe for losing loyal hashers, by giving economic signals that they are not welcome. Our goal should be put as many Catcoins as possible in the hands of people who leave their rigs pointed to Catcoin through both easy and hard difficulty eras; and systematically keep opportunistic hashers out by eliminating the incentives that are attraction them right now. We should not be rewarding behavior that harms the coin.
