I think this is no coincidence. There must be someone, who is killing the pools and solo/privat-pool mining when the diff is almost zero. Its either someone with huge DDoS power (why arent the pools protecte Ive looked at 6-7 and all empty) or someone who has power over UTC distribution (have no idea if this is possible). But this is no coincidence!

As far as I know, this goes on at least since Friday.

Well, it costs money. The higher the bandwidth of the attack the more it costs, and there is a point where too much is too much though I doubt any of the attacks are that large (attacking costs money too)

Cryptsy...at the moment people are just filing a request for listing. As for BTC-e, we never know. There is no connection directly between this coin and the exchange. I assume though, if UTC does well and remains stable (for the most part); then it has a chance. Hard to say for sure.
