Just bet with smallest amount allowed for that game in automatic bet and stop it after 19 win streaks. You don't need to maintain your bets

You can try to do it yourself, but I'm definitely not doing that. It can take millions of rolls, and since the minimum bet for this contest is 0.00000020​ BTC and the house edge is 1%, it is very likely to lose 0.002 BTC within 1 million bets, still without reaching the target.

But you can try it, maybe luck will smile to you, who knows, and you'll hit 20 greens in row within a much smaller amount of bets.

It is more about the number of times you wagered than the odds of you hitting that. If you bet like 10k times than chances of hitting 19 green in a row increases, if you bet 100 its very unlikely, so at the end of the deal its not about hitting 19 in a row because its low odds, its about playing many many times to make sure it has more chances to hit it.

However, when you play 10k rounds you end up with 19 reds in a row chance as well, it has as many chances to hit as green so you may get that before you get greens. Just calculate the possibility on how much money you have and how long you can continue to bet while losing and if it reaches 10k bets than you are good to go, when I want to get my wager numbers up I usually end up with 90% chance to win with smallest odds, I win nothing basically but I know I get my wagered number up.

With a house edge only 1% I think it's impossible to get win streak 20x. Well, maybe will lose more despite betting thousands times because chances are very small despite big profit, but there is little chance getting that profit.

With 49.50% chance i do even rarely get that 9-10+x and yes 19 greens straight is pretty rare and its good to see that it is indeed possible.
140M milestone in a short span of time does signify that they are doing great.

2x or 49.5% chance can give you up to 26 greens  ( or reds )
I've heard stories about 27-28 reds in a row , even posted here at bitcointalk , got to look for the topic , cannot find it now
but the max streak I got was 25 reds , I think and 23 greens
somehow green streaks do appear to be more rare  for some reason  
in general , players tend to see trends and streaks and then I hear something like : wow , I just got 100!! reds in a row! how is that possible? scam etc.
and when you ask the guy about the multiplier , he says 20x

It ensures that the casino is not picking server seeds that would cause you to lose. It is an essential aspect of the provably fair principle. Almost all sites allow this (primedice, bitdice, king...)

you can change the client seed any time you want , it has been implemented long time ago
and if under the purpose of changing seeds you mean not the fairness aspect but the gambling itself
it makes sense if you think that your seed is not suiting your betting patterns , but usually it is called a gambler's fallacy
players believe that their luck will change if they change seed or if they rolled a couple (or more ) high multiplier numbers like 0 or 9999 , they have a slimmer chance to roll that again but
every single roll you have the same chance to get a certain number and since you cannot know what the rolls will be without revealing the server seed first , it doesn't make sense to change your client seed too often

There is no point of betting so low bet amount than 10 satoshi except you are willing to do pre-roll. Are you trying to suggest them to let smaller bet than 0.4 doge?

yes at the moment the minimum bet is 10 satoshi , equivalent in each and every supported currency
the rate can change during the day for a particular altcoin , but it is always tied to 10 satoshi
you can click min bet and it will set the exact amount that is allowed to bet , this is to prevent dust bet spam , apparently and due to the fact that windice doesn't throttle the bet speed
maybe in the future this will change but currently it is what it is
