Chelsea should be underrated completely in the Champions League.  They have no track record, just that once they won the CL against Guardiola doesn't mean they are not experts in the Champions League. Chelsea is not a contender and their is no hope for them. They didn't take Champions League seriously than English Premier league, what happened is that EPL was stronger and hotter for them. Everyone wants to do well in EPL at the same time this season. There is no great hope for Chelsea in the CL.
Actually, this cannot be confirmed from now on because it is possible that Chelsea will appear more in the Champions League than other teams like Dortmund. Because anything can still happen after the world cup for every team and even teams that are taken for granted can change for the better after the world cup. So it's really not worth it to underestimate now, especially since the second half of the season hasn't started yet and the Champions League round of 16 hasn't even started yet.
Right, I think all the teams that are in the Champions League at the moment are worth considering, there will only be gaps between them. I mean there is a percentage rate for each team for example. Chelsea will not beat Manchester City's title percentage but they cannot be underestimated because maybe it will make us regret having underestimated them. I believe there will be many surprises here.

There is a gap that separates the team that is superior in this competition, and the team that will be eliminated in the round of 16 later. we can compare it with the depth of players they have, consistency, teamwork, mental readiness, then combine them into a team that is more prepared and established as a candidate to win this competition trophy.

and yes all the teams that enter the last 16 of the champions league, have the same one formula. the formula is, win the fight in each match after match. Chelsea is no exception, even though this team does not have a high probability of continuing to advance to the Champions League final later. even so, Potter will prepare his troops to face Dortmund in the round of 16 match later. I'm optimistic, at least Chelsea will advance to the next round after overthrowing Dortmund. however, when compared to Manchester City. clearly, there is a gap that distinguishes that Pep Guardiola's army is more prepared and established when compared to Chelsea.

I can already see the end of the road for Milan. I don't think they have a bigger chance than Tottenham to advance to quarter finals. Because I didn't like Milan's group stage performance much. They seemed pretty vulnerable against Chelsea in the group. They lost both matches. This just makes me think like they are still not ready for big challenges in the Champions League. At least they are a little more successful here in this season because they couldn't even qualify from their group last season.

I can't say that Tottenham had a good run in the group stage either but they are still in a better condition than Milan. Above all else I think they have a more reliable and capable squad than Milan. They have a great manager like Conte as well. Maybe it might be a close matchup still but Tottenham should be able to eliminate them.
But I think it will be an even match for the two teams and it will be difficult to predict who will make it to the quarter-finals. Even though Tottenham displayed a more promising game in the group phase, AC Milan's struggle was also something positive.
If we look at their domestic league as well then we will get something too different from both teams. Now, they also have a lot of time to improve everything, I think we will see something different from them after the World Cup.
Stefano Pioli and Antonio Conte will compete on strategy in this match, we will see whose strategy can put his team in the quarter-finals.

For crying out loud, AC Milan are not a bad side, to be frank, aren't Milan a better side than Tottenham Hotspur ? I know quite well Antonio Conte won against them when he was Coach of Juventus and Inter Milan but judging before the World Cup began, who have been a Betty side ? Off the Champions League and in the Champions League, if we're making the right analysis without bias then it's AC Milan.

I saw someone writing bout potential Chelsea winning something this season, that's really really laughable as I know quite well they can eventually win against Borrussia Dortmund but they are not going pass thr next round.

I would guess that City had some troubles with players as well, I mean like Kevin De Bruyne played for Belgium, that's a proof that it was a problem for them, and other players too. In the end Haaland not playing is not that great neither if you look at it long term, because World Cup is a place where players shine their talents.

I know City has no intention of selling Haaland anytime soon, they would rather keep him until he is 35 years old, but I feel like it could be something that would increase his value, and him being more valuable must be some asset they could take a loan against and that would be financially better for them in the future.
I think Manchester City will be happy that Kelvin De Bruyne  is not playing in the world cup for safety from getting injured in the competition but like you said, business-wise it is not so good for City because the value of Haaland would have gone up if he featured and put up a good performance in the world cup. I just can't wait for the EPL to resume to see how both City and Arsenal will hold up until the end.

I don't know if they'll be happy or not, but Guardiola will definitely feel better about having one of his most important players train with the team. The playoffs are the most difficult part of the tournament, and besides the physical ones, there is also a lot of psychological stress. There are still a lot of Champions League and Premier League matches ahead, so City will definitely don't mind if their leaders will be safe.

And the cost of Haaland will not fall from the fact that he misses the Worlds Cup, and I'm not sure that it could have grown much if he was there, because I doubt that Norway could have achieved great results there.

Manchester City will not be happy that Kevin is back, it will not pay them any good, they would rather pray for him to win the World Cup in order to bring more glory to Manchester City. Meanwhile it is not only Kevin that is playing,  Foden and Grillish are stil in Qatar

Meanwhile Haaland not going to the World Cup will not affect his value he has proven himself as a goalscorer whether he goes to the World Cup or not his value is still high

I don't think Manchester City seems happy after Kevin De Bruyne national team eliminated early at FIFA World Cup 2022 based on first match for City held on December 23th on EFL Cup against with Liverpool. I think three weeks later before competition make several physical player drop, exactly have positive side if Manchester City player still with their national team because their physical keep increasing until return back to their team.

But Manchester City still have left many players in World Cup and Pep Guardiola not have to worry about their physical, but bad news with injured problem after last several hours Arsenal Player, Gabriel Jesus have confirmed with ankle injured and absent for Brazil against South Korea at 16 round.

In fact, the opposite is true. Chelsea have no hopes in the Premier League as they have already lost almost as many points as a champion can afford to lose points in a whole season and in the Champions League they are on equal footing. Therefore, it would be logical to try to get into the top 4 in the Premier League, and to perform as well as possible in the Champions League. Such a task looks more realistic than trying your best in the Premier League with so many lost points.
Honestly Chelsea opportunity with Primer League tittle winning almost close after remaining many 16 points from Arsenal, I don't think easy catch up with many points left actually after World Cup have busy match and focus at champion league. Graham Potter has best alternative option if want longer existing become Chelsea manager by priority with Champion League competition. I think realistic with Chelsea focus on Champion League than Primer League with many points left but can reach top fourth standing position.

Dortmund opponent at 16 round I don't think heavy for Chelsea based on inconsistency performance at Bundesliga, Chelsea need priority Champion League in this season if won't close season 2022/2023 without any trophies yet.

The problem of the fight for the title is not in the number of points to the first place, but in the fact that there are 7 (!) teams ahead of Chelsea. From Chelsea's point of view, you can wait (hope) that Arsenal will fall into a crisis and it will be possible to catch up with it, but to expect that as many as 7 teams will fall into an unprecedented crisis is naivety. Borussia is a random team, so it can lose big to Chelsea, but there are also chances (even for a big win). And on paper, Chelsea are stronger.

Maybe it's an advantage that the club gets when their players don't play in the World Cup, but for the players it's something that is disappointing because after all they want to play and fight for their country.
Manchester City so far do not seem to have such a significant problem. They have just swallowed 2 defeats and that can still be said to be something reasonable, moreover the Premier League is a very competitive league that has very many big clubs and also presents many unexpected surprises.
Whereas in the Champions League, it is very likely that they will advance to the quarter-finals because the opponents they will face are clubs that are no better or at least have the same quality as them.

The Fifa virus makes the club worry about the condition of its players, I'm not talking about good performances that can benefit the club due to the higher selling price. When a player defends his country in a tournament, the injury factor is what a club is most afraid of. Guardiola prefers his flagship players to be absent from the world cup because Manchester City really needs them to catch Arsenal in the EPL and try to get the UCL trophy that has never been won so far.

I suspect some good players may be underperforming due to the World Cup. Like you, Kevin De Bruyne who is resting due to injury, while Haaland, whose country failed to qualify for the World Cup, is currently taking time off. From these things, I think after the World Cup, the clubs will have some negative impact on the performance of the players.

If I consider their title win in the Champions League then obviously Milan are still the best, but if I look at the head to head that is there at least it's clear that Tottenham haven't lost by Milan at all. Because of the six matches in their head to head, in fact Tottanham got four wins and two draws.
With these records and taking into account several factors that exist at this moment, then at least I will admit that Tottenham has a chance to win.

Also, regarding the strong and quick style of play that Tottenham has, the coach who is used to giving the team victory when they play against Milan and also, the Tottenham squad I think also Tottenham is still better. So I personally don't doubt Tottenham will win, because from the last few seasons when English Premier League teams have played against Serie A teams, at least the teams from the Premier League mostly have a better chance.
Even though, I also admit that Milan is not a weak team and have been able to play well for the last few seasons, but I think Milan is still not strong enough to be able to go further in the Champions League.

Playing for the country is a matter of pride for football players but not for clubs who may be afraid of having a negative impact on their performance, many clubs actually don't want to let go of their players to play in the world cup but the player's commitment to the country of course must be respected by the club, many clubs feel very disadvantaged when later their players are injured when they have to play in the world cup and of course that will cause the club to experience a decrease in performance and also increase the burden on caring for these players, in my opinion, the clubs that were previously able to be consistent in leagues and leagues champions may no longer be able to do the same thing later due to injuries or fatigue that players get when playing in the current world cup.

It's clear that we are not going to see players being that different as a group, but super different individually and that makes the difference. When you take for example Bruna Silva and put him in Benfica, then Benfica doesn't suddenly become a UCL title contender, or when you put Haaland on Dortmund or something they weren't, and that's how you know that these players are not individually winning anything, but when you put them together suddenly they are much better.

So, you may see Haaland as a great talent, but he means nothing by himself, only the context of the team makes him so much better and have a chance to win in the long run. That's the difference between lower and higher level teams.

No club wants their players injured after playing a match for their country. Because clubs spend a lot of money on players. When a player gets injured, it affects their team performance. So it is natural that clubs will not want a player to play for his country. Still it is an honor for every player to achieve something for his country. And so the players try hard to play in the country's jersey. However, players should perform carefully.

The bookmakers quite clearly give their advantage to Liverpool in the home game against Real Madrid. On the basis of the last final, that does not seem right to me, and yet not on the basis of Liverpool's current form. Why do they think Liverpool is the big favorite there? This Liverpool team has looked vulnerable all season, and if anyone can play well through a counterattack, it is of course Real madrid. I think maybe Liverpool could lose at home to Madrid. Odds for Liverpool to win are around 1.90

There are plenty of Manchester City players currently still playing in the last 16 of the World Cup for England, Portugal, Argentina and others. They still hope that all of their players can stay safe without injury, even though they still have the chance to fight for their country. We are all waiting for the Premier League, Champions League and all the other competitions as usual but now we are really curious about who will win the World Cup because it is much bigger than the Premier League, Champions League or anything for a player.

Every team will be happy if their players can be called upon to strengthen their country in the Qatar world cup. no team wants to see their players injured in this prestigious event. therefore we really want to see in this world cup that no players are injured and after the world cup ends they can return to their respective clubs in good health.

even apart from injuries, we also don't expect the star players to be affected by their mentality because among them they really want to kiss the world cup trophy but their country doesn't qualify like Belgium.

Before the champions league resumes, of course the players participating in the world cup have time to recover from physical and energy fatigue before the league restarts. I think everything will return perfectly and there is nothing to worry about.

In terms of performance, I will say that Chelsea are ahead of Dortmund. But I cannot guarantee which team will win. Because Chelsea have not been in the greatest of forms recently. So even though we do not think that Chelsea will lose against Dortmund, a surprise is never a million miles away.

There is no comparison between Chelsea and Manchester City right now. Manchester City is far better and much deadlier than Chelsea. Manchester City is highly motivated to win the Champions League title this season, probably more than it is to win the English Premier League title. Which makes Manchester City a fearsome opponent in the Champions League.

The current Champions League teams are almost all, in my opinion, capable of winning the title of the Champions League if they continue to compete in an aggressive manner. So, no opponent can be underestimated from now on by any team.
