The problem is that it's not verifiable. Did they publish the collection address or anything?

The way it should be done - and I'm not the expert here so obviously there might be better ways to achieve transparency (ideally some proper automatic blockchain thingamajingy should do the exchange without having to trust any third party):

1) make a deal with an escrow provider (not a Garza escrow, a real one) who would publish an XPY address, before everything starts.
2) anybody can send XPY to it, whether from their xpy.io wallet or from any wallet.
3) coins don't move from that address except to be burned later
4) the equivalent amount of ION is issued after the collection period ends and is transferred to the escrow.
5) escrow burns XPY and distributes ION, based on signed messages or some other verifiable proof of ownership.

Even if they don't use escrow the rest of it would still apply. But of course there is no need for transparency when the goal is to produce $2 million out of thin air and the gullible bagholders are not known for their due diligence.

Anyway, the non-full whitepaper says the premine is going to be 10,900,000, so that's an equivalent of ~87 million XPY, or $2+ million USD according to the $0.20-0.25 ICO rate. Inflation 100%+ in the first year (12 million ION). Also something about masternodes, looks like some ioners will be more equal than others.
