I never detected a 75W surge. I think the "it pulls 75W nonsense" comes from the fact that the spec allows UP TO 75W. Some cards might pull 75W (probably ones with either supplemental power connector) but the 5970 doesn't. The max I got was ~30W and that only occured a few seconds after mining started. I measured it for about a minute or so and it remained in the 27W-30W range.
Actually at startup it only pulled about 12W from the slot. By the PCIe spec only PCIe 16x devices can pull >25W only once they have been identified (via bus interrogation) as high current device. No device is allowed to pull >10W until identified. I guess the card with 12W @ the slot @ startup was slightly over spec.
True for mining. Now measure slot 12V current while actually doing something that gives the memory a workout, you'll be surprised Nice reading! Thanks.

IMO this bullet is questionable! Especially if using Windows 7, and restricting the AMD CPU to run at 800MHz. It is correct, windows always has all sorts of background services munching away at CPU time unnecessarily, especially with all the useless graphics shit. Linux is a bit more efficient due to simplicity and no GUI etc. As I said if, the AMD CPU is restricted to 800MHz, which happens to be the lowest p-state for the 45nm AMD K10 CPUs, the mining rig should consume almost the same power, with either Windows or Linux. I am assuming that one would be using a fresh install devoid of any cpu hogs, with relevant drivers loaded. I am saying this because I have measured the power usage (VA) on the wall and it was within a margin of 5% between the two OSs. I am not bashing or promoting any operating system here, just trying to put out my observations. My gaming rig is also one of my two mining rigs, and I am speaking from my experiences on this rig.

Sapphire reference cards. They most definitely need a hardware modification to allow setting memory clock lower. There were some links showing how to do so with some wire and solder and shit and I decided against it <_<

I don't recommend it for use on GPUs mainly because its a capacitive paste and shouldn't be used anywhere near traces or SMD's.
Thanks for the tip! Very interesting fact. Actually I would imagine most TIMs would be capacitive when compared to air. I would be interested in looking at any scientific tests or anecdotal evidences of TIM's dielectric constants.

Now "maybe" the 7970 is better but that would mean they are finally getting their act together ONLY on the 7000 series because 5000 & 6000 are horrible. Since I am curious 1 BTC open ended bounty to the first person to post a high resolution screenshot of 7970 right after heatsink is removed.
Here's a pic 7970 Heat sink (bottom) and the 7950 heatsink removed from production cards. The Sapphire 7950 has a vary crappy heatsink fan combo. I have a HIS 6950 card with this same heatsink / fan and it sucks as hell. That's actually a 6970 on the bottom and a 7950 on the top. Yup you are right. Here's a reference design 7970, with cooler and card. TIM application doesn't look out of the world here.

It displays the windows 7 loading logo pulsing forever without loading up the desktop.
Looks like a PCI Express connectivity fault. These are the steps I would take in that order a) Remove card b) Inspect Card for damage to the PCI-E connectors. Inspect motherboard for damage to the PCI-E connectors c) If ok, reseat card and try d) If not ok, use another 16X PCI-E slot e) If not ok, use a PCI-E riser cable, and try a few PCI-E slots f) If not ok, try another motherboard. g) If ok on another motherboard, boot windows in safe mode and remove all catalyst drivers h) Reinstall catalyst drivers i) If it still fails, try Linux j) If it works in Linux, then it's a Windows issue.

1. As5 is horrible paste by todays standard and isn't ideal for use on gpus.
Using AS5 on a bunch of 6950s with good results. The trick is not to put gobs of it and prior cleaning of the mating surfaces with IPA.

I just wanted to ask if there are any penalty strategy for pool hoppers? I have noticed whenever a round extends for a day, loads of hoppers jump in, and move out once the round is finished.

I have a brand-new rig with 5x Sapphire 6770's on a Gigabyte 990FXA-UD7 mobo, with a 1200W PSU. It runs Ubuntu 11.10.
A few weeks ago, I started mining but was only getting about 110 mh/s per card, even when OC'd to 960 mhz (they should be twice that much). I thought it was a software issue and tried out many drivers and stream SDK's, and even reinstalled Ubuntu a few times. I also tried various mining software (cgminer, Phoenix, Diablo).
A little later I found that if I only had 1 or 2 cards mining, they would stay at 220 mh/s, but when any more than that and they all significantly decrease. I asked about it on #bitcoin-mining, and was told it is a power issue and was recommended to buy PCIe risers with molex power connectors. I bought three of them and hooked them up, but it made no difference.
It still sounds like a power issue, but does anyone have any ideas what to do to fix it? Thank you for your time, I can pay a bounty if you help me out (once I actually start earning BTC).
Try just 2 cards for a few mins and see if the setup is stable. Then add the third card, and check stability, repeat and rinse. Can you please post the link to your Power supply. A picture of your rig helps too. Also run the following command in the shell prompt after adding each new card. sudo aticonfig --adapter=all --initial
