Recently I have been hearing allot of talk about ''upcoming regulations'', so far from what I read browsing different articles and reports most remarks are targeted towards the SEC which is a USA based regulatory body. I can't really find much on the EU and I certainly don't expect that any USA laws on ICO regulation will apply to any EU nations.
Are there any reports/articles that specifically conclude how these regulations are going to be applied? Rules, laws, moniterisation?

Also does anyone know if the EU council is working on something similar?

I think it's kind of a shame that they are trying to enforce the same old rules onto the fresh and limitless. Though you could see it coming from pre-historic times away.
Waves has a decentralised exchange running on its platform.. but I don't know. If nothing fits then something will be created for sure. Big demand, Big money right?

No there's no such thing and since this space is unregulated (thank god) investors will just have to trust you on your word. Also with upcoming regulations you might want to see if buy-backs are legal and if there has not yet been made any laws around this then you should add a disclaimer in the whitepaper to guarrantee safety.

So buy-backs are not legal on the stock market. I know that short-term buybacks are illegal but long term buybacks are legal(I think..), some companies need to buy back in order to remain healthy and combat inflation. I know IBM did a buyback to not suffer from a declining EPS (Earnings Per Share). So if IBM did it.. then I suppose it is legal on long term. But short term buybacks would just be another insanely profitable scheme for investors.

Hello, I finished a translation I'm supposed to do and I completed it with photoshop since there was an image that needed translating (finally figured out how to use photoshop ) but now I have to upload this to the forum.
