There's a verification FAQ inside your account that lists possible options. You need scans of both sides of your license, high quality (at least 800x600), in color, no modifications or skewing of any kind, no blurring, obscured parts etc, all text readable, and no cropping either (we need to see all 4 sides of the document).
You will also need a proof of address, a recent bill or a bank statement or similar document, with your name, address, and date of issue on it (within last 3 months). The name in the document needs to match the name in your profile.
After these are processed by us, within 2-3 business days or so, you just need to verify your mobile phone by receiving a code to it, and you are done.
BTW, you can create cards before you are verified. They will have a few limits that will be raised after your verification is complete.
