There's nothing really wrong with what Borussia Dortmund did and it's perfectly legal. But like you said, they're not going to be an absolute top club when doing something that requires them to start from the bottom again. Let's say they have a strong team foundation to maintain balance when they lose their valuable players, but they can only be at that level forever because to get other great players they have to build again from the bottom. It's another case when they have players who are ready to fight, it will benefit them and in terms of playing they will definitely continue to improve.

If they can keep doing that then it's a good idea but how long could they do that for? I do not think that it would be a smart decision. I think it would be good to sell those players but then they need to build a very young squad to keep repeating that.

Getting a 30 year old to replace the 20 year is a horrible decision and they have done so a few times before. Just because the player they got is great, doesn't change the fact that they are old, it could be even a better player, but still old. How can you compete? Bayern Munich have won the Bundesliga 11 times in a row since 2013. From here it is very clear that Dortmund is a business club and prioritizes business and profit above all. It's different from the team in the EPL who can balance business and the quality of their team.
