Could someone shortly explain what the milestone(s) means?

According to the #botbox channel on Slack the current state is 508180 transactions / 8125 milestones. My client has synchronized around 490,000 transactions but shows the same amoun of milestones. I just want to understand the principle behind it.

When the manual claim will be released we should pass 40 Ti.
