Restrictions could be more strict. It takes around 5 minutes actual time to get ride of the newbie status.

Yes, that was solely me. I sold what, 10 shares over the last few days? liquidity was terrible it I had to get out for cheap. I still have share in the fund, and I think it will be a success. Always consider the volume. Now would be a great time to get in for cheap.

It is interesting how you have the time requirement. How do you calculate the time difference? I've spent several hours on this forum, yet barely show 1 hour of logged time.

I think the restriction is good, BUT I also think that while under restriction there should be a 1995 animated GI banner at the top informing you of said restriction to save all us newbs some sanity and stop "wtf is the reply" quest before it starts.

Excatly! whoever put this restriction in place is a dumbass because he didn't put any information regarding this visibly enough. New users are wasting time finding the reply button and might be put of completely - this is not a common behaviour of forum systems so even experienced users could be put off. I don't want to argue whether putting resctrictions like these are good or bad - but once you do it, do it properly.

It's on the registration page twice, once right below where you enter your information, and again at the bottom with a checkbox.  ---  You're right though, someone is a dumbass.

I'm curious what you would suggest. It would seem that since you have to check that box in order to register, it's not the forum admins' fault that some users don't bother reading. In light of what's been going on, my suggestions to the forum admin(s) would be maybe trying to make the initial sign up text as short as possible, maybe highlighting important phrases in bold (see http://www.useit.com/alertbox/9710a.html), since that would help reduce TL;DR syndrome, and possibly put a note on the other forum pages where the post botton otherwise would be just in case it's somehow still missed, but other than that… it's up to the users to at least pay attention to and scan through the rules and such.
