Mining nodes are most important to the Bitcoin system. They generate blocks and need to check if all is 'compliant', cause if a miner is not, his blocks gonna be orphaned.
They need to ensure base protocol consensus.

An non-mining node has no impact to the base protocol layer, it could just 'verify', but that is passive to the base protocol. But sure it is important for any application layer functions, like wallets etc.

If a non-mining node want to change base protocol, it needs full nodes (miner) to get blocks done on it.
