I think there is a lot of evidence that proves that Qatar did in fact bought the World Cup, however one of the main reasons to host the World Cup is not only the prestige to do so but the economy gains that you can get with it, to try to limit the consumption of alcohol is going to be a big mistake, so I have no doubts that at least when it comes to the foreigners that come to visit the country the regulations are going to be relaxed during the event and once the event is over they will go back to their previous regulations and forbid the consumption of alcohol.

I would say that football as a sport is popular, both individual players and clubs, not the organization itself.
FIFA favors big and powerful national teams, and it is obvious to everyone that Russia and Qatar did not get the organization of the world championships in a completely transparent and fair way.
