Assume your balance in that Blockchain.com wallet is $30, and you want to send it, your issue is you can not send it with Blockchain.com wallet, assume I understand your issue correctly.

Even with yourself, you can not be sure what you will get from what you do. There is possibility for uncontrollable things and with a football match, there are many factors for uncontrollable things. It's not only about you, a single person, but about dozens of people: 22 players from two squads, 2 head coaches, some substitutions, 1 referee and other assistant referees. You surely can not control all of those factors so nothing to be sure with result of a match and your bet.

4 billion in fines isn't a lot of money to him.
Most of his wealth is from BNB token, not from Bitcoin. He sold his house to buy bitcoin years ago but now his wealth is mainly from Binance token, BNB.

His wealth will vanish after one night if Binance exchange has a collapse like FTX exchange. I don't wish it to happen for Binance and CZ, and this is an example on risk of wealth built by cryptocurrencies especially altcoins.

On Testnet, difficulty will be adjusted (reset) to 1 after 20 minutes without a new found block since a last found block. It's big difference of difficulty re-target algorithm on Testnet in comparison to Difficulty Re-target algorithm on Main net.
