Yes, we can see the altcoins do the rally again once Bitcoin moves up but this will possibly happen when there is a change in the buying sentiment which is supposed to have more on the buying side than selling. Although we can see that people are buying now but it wasn't enough to move the market into recovery, it still needs more and the participation of whales and these merchants makes it possible.

The market isn't designed to have an instant recovery and ever since we can never see such schemes. 
Therefore, we have to expect that this will stay for a while until having the moment to hear good news and huge buys. It is somewhat we just miss by now, whales are seemingly quiet at this time, and big business institutions as well.

It is to note that online wallets are prone to hacking but offline wallets have also no excuse if YOU as the owner/holders are deemed careless to handle it. So, no matter what type of wallet you used, it is either an offline or online wallet, you can't just ignore the possibility that one day you will get hacked. I think that was just a short gas fee reduction and it surge back right after having another network congestion.
