Yes, because it needs a lot of time for preparations. Also, ICO needs funds for the project to execute it.
ICO need to be known by all, by all means like advertisements and soon.

Depending on the ICO the developers have to work within a comfortable time frame. An ICO running for a year doesn't mean it's going to be successful and vice versa. What matters is that the work put into the development of the ICO correlates with the investment put into it.

There are just to many ICOs out there and its hard for developers to reach to big group of investors thats why they need to do more extensive campaigns than before and that might extend ICO date.

Now we see a lot of ICO prolongations because the price of crypto is low, and all projects paying sallaries in fiat and using it for project deveopment.

Nowadays ICO period is long due to Global downtrend in cryptocurrency world. This is caused by low price of Bitcoin, Ethereum and other coins, so investors are choosing to keep it for long term, until the price will recover better than to invest in ICO while the value of ETH is low. But there are some very perspective ICOs which are worth of that. One of them is EON Protocol (my personal opinion)
