I am not expert here, just avid reader of news on the interent.
I would start from those two alternatives:

  • goTenna A small device helping build a mesh network between users, each one independently powered, maybe by solar panels, until eventually one of them, maybe many hops away, is connected to the internet.
     
  • TxTenna offline Bitcoin transactions through a collaboration of GoTenna — the radio mesh network communication company — and Samourai Wallet, the privacy and security-focused Bitcoin wallet.
     
  • LoRa Alliance is a network based on Low Power, Wide Area (LPWA) LoRaWAN, based on an open source and free standard allowing to connect battery powered "things" to the internet trough local, regional or national networks over unlicensed spectrum.
     
  • You could use even good'old traditional radio waves, like the old CB devices: you can broadcast Bitcoin transactions to the opposite side of the world making them conveniently bouncing on the upper ionosphere.

So I would say that in a wild, disrupted scenario, "cash is king", then physical gold, proven worldwide accepted SoV trough the millenia, but then third unexpected SoV would be Bitcoin.
Good luck using any centralised system like Credit Cards or Electronic Cash, requiring electricity at PoS point, at the telecommunication network, and at the central server all at the same exact time (this requirement is not necessary for Bitcoin where transaction can be broadcasted at different times).

What is going to be blocked?
    The government has said websites operating on a commercial basis will have to comply with the law. This is where things get sticky. The Online Pornography (Commercial Basis) Regulations 2018 sets out a few stipulations around what counts as commercial pornographic content and there are a few different stipulations that will catch a lot of websites. Something can be classed as commercial porn under the law if it has to be paid for or if the person making it will be paid or receive some kind of benefit. Websites that have more than one-third of their content falling into previous categories will need to have an age verification system in place.

I see this one a lot and it strikes me as lazy thinking.  Sure, we could fit the entire human population on a standard residential lot in West Texas...but we don't.

Humans, of course, occupy and change the most productive areas.  The areas we leave are generally inhospitable to us, or much of anything else.

A good bit of the non ocean surface of this planet is rocks, ice or sand.  The 10% that we are camped on is most of the best, and we harvest off of more than that.
