This should not be a major issue for Arsenal, though the impact of Gabriel Jesus might be felt truly, yet we never can tell what Arteta might do after the world cup. It's his duty, and his experience will bring out something good as a perfect replacement which might make his absence not noticed, there is a lot that could fill that gap.

That is not even my major concern as Arsenal is one club out of many. My concern is whether or not premier league will follow suit the way it was before the world cup. I guess there will be a slight overall change, what do you think?

The new owners do understand that they're in the investment stage at the club and shoudn't be expecting any output if they don't invest more into getting Graham Potter his own team. The prayers currently at the club aren't that of Graham Potter but Thomas Tuchel. In the transfer window, many players has to be let off like the likes of Pulisic, jorginho, etc. They should all be sold and give Graham Potter the funds to build his own team so there won't be any excused.

I don't think the new owners are scared of investing into the team, they gave Graham Potter a long-term contract for a reason and that's because they have a long-term plan for the manager. Already they're extending key players contract for long term because they want to build the team around this players.
