Sometimes those type of teams could do wonders but usually you do not expect much from them on the long run, it could happen and there is nothing that says they can't go to Euro neither, they could go there but nobody really expects anything from them there neither. If they can go, then they will probably not be all that good, and they will lose eventually there, if they can't go then at least they will rest a bit more.

The fact that they are going to spend this summer playing again means a lot more injury proneness when the season starts, these players needs to rest a bit to relax their body and recover from a whole season long playing. It should be the most important thing for them otherwise they are going to hurt themselves. I believe that Norway not going to Europe cup would be something they could benefit from, not the team in general and the nation would probably not care all that much but the players will benefit from it like crazy for sure.

I would still consider Wales as one-man army led by Gareth Bale. But that doesn't matter anymore, as he retired immediately after the 2022 FIFA World Cup in Qatar. I don't have any hope with Wales now. They do have some good players like Kieffer Moore and Daniel James, but these players are nowhere near Bale in terms of skills. The main problem with players like Sadio Mané, Mohamed Salah, Erling Haaland, Cristiano Ronaldo is that they are single good players and other players in their team don't play very well in their positions due to which these players, despite their talent, cannot perform well in major tournaments. Although the individual achievements of these stars are many but there is no team achievement. 
Cristiano Ronaldo's side have only won the Euros once which is a lot to expect from a player like him.
