Try to make the setting in MSI Afterburner! If the cards are XFX try in triXX!

had to uninstal it and reainstal
Resetting in AB worked for me. The only thing that worked for me.
Kind of a pretty weird bug, usually any fan issues i have don't persist through a restart, and definitely not through a driver reinstall. Whoever's deving this they're asus:
