Regarding "sluggish" blockchain times this is directly related to the number of wallets online staking and not something related to the core code of the protocol itself. Block times will increase as the number of wallets staking reduces, this just makes sense and is actually is a good thing in terms of saving potentially "wasted" energy on generating unnecessary blocks when there are 0 transactions or transactions are limited to a few per block. On the contrary if more users start staking the network will reach its targeted 60 second block times since the ratio of difficulty is directly related to "stake weight" aka total online staking amount.
