Bad people manages to make drug imports inside the country with unexplained strategies. Probably they put money in pockets that are desperate for instant money. Contrabands walk their way to prisons here in the Philippines. Death penalty is required, to bring down the crime rate. Offenses such as pedophilia and violent murder must be punished by death. Countries which have abolished the death penalty (such as South Africa) have seen the crime rate ballooning after the abolition.

I learned that people that use drugs actually is looking for something else first. It could probably be love from people they care about then they find drugs, and it acts as a numbing factor or anesthesia for the pain. It is a substitute for the lack of love. Then it's the lack of people's knowledge about God that they tend to do reckless things.
