Is it possible to add a password for any transfer when the wallet is unlocked?
I don't like unlocked the wallet for this reason

As mentioned before (but both request and response lost in the noise), I think "unlocked for forging, but still need password for transactions" is a good feature request.

Does anyone have recommendations on free (or nominal cost) hosted issue & feature request tracking sites that can be used for non open source software and which don't have limits on number of users in the project? Can github be used for this?

We have decided the best way to handle the QORA issue, is to relinquish the confiscated funds to the Qora foundation.  It is the most fair way for us to handle this matter. 

It is physically impossible for us to identify and authenticate individual claims.

We are an honest firm, and will always do what is best for the community.

At this moment, the funds are still in our possession, and I encourage you to follow our public announcements on our homepage.

I feel like the people in charge of Qora (and most of the Qora community) are eager to use these stolen coins in a way that will benefit them.  No one seems interested in reimbursing those to whom the coins actually belong.  For now, we should simply hold the coins until we can figure out a better plan.

I lost 23M+ Qora and this is the first time I've asked for donations:

I now own zero Qora because of this and the thought of my stolen coins going toward benefiting the same project I had invested heavily in is infuriating.

I feel your pain.. I lost 3.8M qora which is a decent chunk of my crypto portfolio. I was just starting to get active in the qora community, like you, and now I am stuck watching from the sidelines helplessly.

I still propose everyone that has a Qora balance on ShareXCoin make a claim to Busoni. He can open the claim period for 10 days. If after that time the claims are = or < the amount he has frozen, he can disburse the coins. Otherwise, they go to the community fund for bounties/givaways. I can't think of any fairer way to do it.

My deposit issue has something to do with the client, I suppose. It shows 30 confirmations in my client, but there is no fund in my main Poloniex account. That's why I decided to email them in the first place. And they have immediately frozen the exchange. So you know I am not lying.

Is it possible you are on a Fork? You should compare the blocks in your wallet with the blocks on the block explorer and see if they match.
