Now they got all  BTC from the private keys generate on ChipMixer website, even the ones that were given to us, so it was our property not on CM website. How can we get it back? Isn't this legal?
If you think this is illegal then ask the court that the government took your money from an unlicensed money service and let the law take its course.
Unfortunately, this service is illegal, and therefore the transactions that were conducted are not covered by the law, which makes any legal action difficult.
I do not know what the laws are in the United States, but if you are in a house and this house will be used for illegal purposes and it is your property, then the kingdom has the right to confiscate this property to the state.

I thought the question was, can a banned account send merit points if they have it, and then it would be a reasonable question.

Since there is no clear mechanism for identifying a banned account, there will be no penalty for sending merit points to that account.

Technically, unlike merit sources, you are allowed to do whatever you want with your sMerits you have, but some practices may cause negative trust (selling sMerits or sending them to an alternate account)

In short, all the data that you share here, I assume that everyone knows it, because the IP addresses, your private messages, etc. can all be reviewed by the administrators.

As an alternative to the testing method, you can probably try to mix some coins and deposit them on an exchange to see if they block it or not.
Theoretically, how can they prove that these coins came from a Mixer? I can understand that they might guess it came from Chipmixer because of the fixed chips size or from coinJoin because the protocol is open but the rest of the mixers don't leave a distinctive fingerprint that makes you think they are mixed coins.

Most platforms easily detect if your coins came from casinos or gambling sites.

Open groups in which people share their opinions and analyzes away from any biased point of view are the best, and Speculation board in this forum is an example of that.

Copy the address you purchased your bitcoins to (or TX ID,) and paste it here https://blockchair.com/bitcoin, if your balance is correct, you are safe. Your issue is with wallet sync.
If you reinstall your wallet (after delete it from a while) delete "certs" directory in \AppData\Roaming\Electrum or connect it to any other server/use VPN/TOR it will work.
