Sounds like the "bytes" you have are possibly not valid... due to being used in another transaction. Not sure if it's referring to the "normal" bytes or the "blackbytes".

So, do you know if you are trying to send blackbytes that are no longer available? Did you at some point restore from an old backup or have the same wallet (same seed) running on more than one device or anything that you think could have somehow corrupted one or both the wallets?

In fact I have made a little mess, after your comment I've realized it, the wallet with the blackbytes to be transferred I have just discovered was an old FULL node wallet which I've opened with a light wallet app just by renaming the data folders - it's quite logic it wouldn't work I guess. To get it work I suppose I should restore an old backup. Well, this would be good news, it means no bugs in Byteball wallet and some bugs just in my mind

They are having some API issues with the WCG site due to the GDPR going into effect from May 25th... Basically, they can't get a list of the work done by the team members, so they can't pay rewards. Once that gets sorted out, they'll be able to backpay for all the work done.

This has absolutely nothing to do with politics and proposing it has is ridiculous. Any decent spam filter seeing 5000+ almost identical emails from one sender to recipients on one domain would be triggered, causing a blacklisting.

As to why the IT department has chosen not to remove Byteball.org from the servers blacklist, I would have to refer you to the Student Council (FCEUSB) who together with the dean's secretary met with representatives of the IT department. They will be able to explain the reason for their request of having usb.ve domain removed from the email attestation bot's white list of domains eligible for rewards.

As already stated, Byteball has absolutely no intentions of causing any harm or problems to neither individuals or systems.

What kind of black list is this? Maybe its beacuse of some spam filter, usually sites are added if someone hacks or doesnt have verified dkim etc...

Yes it is. When you first create a wallet you can chose it to be a p-of-q multi-device wallet. If you do so you'll have access to your wallet on the q devices and you'll be able to recover it with p devices. The devices should be paired for that. For instance, you can create a 1-of-3 using a phone, a laptop and a desktop computer; in case you lose the wallet on two of these, you'll still be able to recover your funds with one.

Most coins have dropped price in the past month.

That's not the main reason for the jump of Byteball price. That's true that most coins are going downward.
But for Byteball, it jumped more: from top 50 to below 110th. The main reason came from the sets of operations, such as the (continuous) changes of distribution models.

In Venezuela, there is a lack of currency (bolivar is worthless, so it is not a currency).

That is the main reason behind that decision. They dont want foreign currencies (crypto even less) to solve the problem (and became massively used, ofc).
