No point getting into the technicals but, essentially yes. It's a specific part of the brain that matters here. There is variation in how developed it is even from birth, and it grows in response to certain environmental influences.

Freedom is when the state fears the people. In a police state, which is any state that has a police force, the people fear the state. That's why communism continues to happen, obviously unsustainable as it is. We can not afford to have tyrants in power who enforce their will on the people with force.

Police has its origin in   controlling and bringing back escaped slaves. The difference, today it is done incognito and making the slave believe it is for his own good.
Medieval Europe had night watch men who's primary job was to keep the gas light lanterns lit. Paid by the community and he would respect his employer.

There was no gas lights in medieval Europe, gas light is a late 1800s invention, medieval Europe was dark.

How should I know when he was destined to die?
But the cops inaction when he got sick (possible heart attack?) didn't help. He should have tried to help him, and when dead, tried to resuscitate him.

That said, the US is nowhere near a civil war. Currently we are at the boring stage of riot. If this lasts a few months it will become a "civil insurrection". Civil war is at least 6-8 months down the road....

Yup, at least in the USA. Qualified immunity makes it virtually impossible to win a lawsuit against an officer. Which is why officers are brutalizing innocent protestors/journalists with no hesitation, even with cameras trained on them.
