May I ask on what kind of device are you running the server? And on what OS? Do you have a setup tutorial for Ubuntu or Debian?
You will need a spare server/vm/vps, then install linux ubuntu server 16.04.
I think that ubuntu windows subsystem should work too, but I didn't try.

And don't expect support from other pool operators, since they are jealous. :-)
I really can't understand their behavior.
Anyway, you can try to build your pool by yourself or you can use one of pre-built script available on the internet.
Google "yiimp install script" and you will find some of them.
My "pool" is up and running just for coins I like to solo mine using my giant x10.
It's funny, since I am the only one miner and, just for learning purposes, I take 0.5% fee from myself.
But if you find a supported coin with a low difficulty, when you find a block you will get the whole reward amount.
Of course, you have to find out by yourself the right coin: low difficulty, supported algo, decent value.
During these red days, I "solo mined" AUR, a myr-gr coin that you can easily exchange at bittrex.
In the last 4 red days, I earned 122 AUR. Really not bad and for sure more than any other pool mining.
So, for coins with high difficulty, pool mining is a must (at least for my single x10 unit!!).
But for low difficulty coins (and/or new coins), solo mining could be a way to earn more.
Just give it a try.
Of course, this is just my 2 cents and my personal experience.

P.S.: I am currently using Yiimp, but there are other stratum servers out there: Coiniumserv, Miningcore, Unomp, Php-mpos, etc...
