Yes, it’s very crucial. And it takes quite an effort to get proof of competency, to understand that the particular candidate is really needed and has enough qualification for the particular job vacancy. It is one of the main pain points that every HR or business owner has.

And it's one of the best ways to improve personal growth within the organization. Just to start with the necessity to prove the competencies required.

I like the idea of a database in which I can look up the personal qualities of a candidate. Very often HRs are not able to use a CV or a first phone interview to measure personal qualities of a job candidate.
