O wonder what they mean by "digital currency".

It's the transparent part that they're looking forward to.  If they do this, they'll bring in the age of Bitcoin to every corner of China in no time.  You don't have to be a genius to know what will start happening when the government can look at your statements and see everything you spend your money on. 

This is their ultimate goal. Tax every transaction, no bank runs, no cash under your bed.

Lack of coins for sale doesn't mean much. Its not exactly hard to move more coins onto an exchange. There's 32k for sale at polo atm any way.
