I heard Kovri is forking from the I2P network and will only carry Monero traffic. So, identifying a Kovri user can tell a surveilling party that there's a high chance the user is running Monero, isn't it?

Kovri is essentially i2p rewritten in C++

I would not have thought so until I heard about the fork from Java I2P and now I think it would, good point. It should probably be mandatory as well as a straight I2P C++ release for non Monero nodes.

I've been waiting on Anonimals announcement he promised before defcon in order to speculate but have not seen anything on it yet.

I think he's talking about the proposed fork of the C++ Korvi I2P as opposed to the Java based I2P. They would not communicate and therefore the Korvi nodes would all be Monero nodes.

No, this is only a question of whether or not your ISP can tell you are running a Monero node. It doesn't affect anyone else or single out people who are hiding from their ISP. The default method will be for transaction submission to always go over I2P so that no transactions will be linkable to an IP address.

I'm not familiar with the I2P "fork" issue, so I can't comment on that. I do not believe that a Monero-only I2P network/protocol would be suitable for the purpose described above, but again I don't know the details.

Wouldn't constantly checking for monero updates also reveal that you're running a Monero node with the default notify only --check-updates flag, kovri or no kovri?

I don't think so. As far as I understand it, there will be a standalone Kovri client, but Monero will also have it included, so you don't have to download, run and keep updated two separate software packages.
