I am about to get a 6-card (sapphire R9 280x) rig put together this week, and right now am looking at about $3900 for all the parts (cards, risers, frame, corsair 1200i +850w PSUs, etc). Is this a good price, or should I be using a few lower-budget items?

Trying to figure out what the $/kh ratio is that people are looking for when they build a GPU farm.

also: is GPU mining going to be dead in 3 months when scrypt asics become the next big thing (gridseed is close, they just need to make a 40-chip board rather than the hokey 5-chip cylinders that cost more per khash)? or will there still be good profits in mining?  I am just worried that I will put $400 into it, make $1000 [profit] in 2 months, ASICS will come out, and I will make another $1000 in the following 3 months, then by the end of 6 months GPU mining is obsolete and I am left with a rig that has little if any resale worth.

They are consuming about 1850 Watt and not 1650 Watt.
Also they are only running on about 1.4 - 1.5 Th/s and not 2 Th/s :/

O stop your whining. You aren't paying for the electricity so stop it. They are obviously setup at your work or somewhere. At least that's what I think?

Ever thought about the extra heat generated? There could also be environmental issues at stake.

Its not greed.. these are very expensive and any loss of performance from what is advertised throws it off a lot.

But each gives 720 kh / s to 730 kh / s
Maximum temperature is 78 degrees.

On our Sapphire R9 280X the maximum we would squeeze was around 730khs so I'd say your perf are in the average.
Some manage more, but it really depends of the type of RAM you get (not all cards are born equal).

750/760 on the first OC run while I was setting them up for someone else. Due to lack of cooling that the person provided I did not push them further.

Depends on the RAM used. On a card with Elpida RAM, ~720-730 is pretty much the max they'll go. On a 280x with Hynix memory, I've gotten >800khs/s. Most Hynix run in the 760-775kh/s range.

Thanks for all the kind comments, the case is from here http://www.aria.co.uk/Products/Components/Cases/Bitcoin+Frames I had to modify it so I could mount the PSU underneath and attach the fans either side (push pull across the GPU's seems very effective cooling these cards)
I was very surprised by the power draw, I may get it lower, still tweaking some settings.
BTW here is proof! (sorry for bad pic, Watts is the bottom number).
