I guess people who are unfortunate and poor enough to not own 64-bit machines are also incapable of installing 64-bit OS. Is that pretty much a reflection of the image you included in your post which is of a TV series character (or someone resembling him) who has some form of intellectual disability? Yet, you claim that it has nothing to do with elitism; perhaps it's worse...prejudice maybe. Does everybody like Linux? I, for one, am not too keen on Linux's intuitiveness or user-friendliness (or lack thereof) compared to mainstream OSes. Sure, I tinker with it because I have to...to a certain extent. Surely, you can't expect everybody who only owns 32-bit machines to be as tech savvy as you are.

I don't think that government regulations will pose a real threat anytime soon. They know for years already, that bitcoin is mostly used for illegal activities like drugs and child porn, but they aren't doing anything about it. They're possible the same people, who profit most from all this money laundering and the creation of a make-believe industry, that adds value to their fiat money.
