as already mentioned above, why so many tokens will go to marketing 61% because it is only advertising and promotion of the product, is it not better to spend instead these funds for development and research, for which you have planned to spend only 8% in my opinion it is very shortsighted

Regarding your first question, if I got it right, they have almost already delivered a platform, publibly you can check beta version now. But to develop the platform itself, they need to attract gamers who will use, without them the platform will be useless. That's why they spend so generously on marketing.
And regarding your second question, I am not very good at it, so might be wrong, but they offer a chance to win money, not gamble but win.

If the platform is almost finished, what is the ETA for it to be fully operational or can it be used at this time?

As their roadmap says by the end of 2019 there will be 200 operational games
