Investors are those who support the project from the beginning and the number can be limited. While the end users are everyone who willing to use the platform after it works as expected and the numbers are unlimited. Those two things are very different.

However, you can look at it from the other side: now it turns out that this project is for a narrow range of investors-whales. But the viability of the project is very dependent on the mass of its users. For example, Telegram also has investors-whales, but they can afford it, because they already had tens of millions of users. And here the situation is completely different.

that's a good point. Every crypto project needs a broad user base in order to increase its value or maintain it. It is difficult to  find a balance between whales and mass users.

All these countries are excluded due to legal reasons. I'm not sure what you mean with that last question, if a country is excluded they will not be able to invest with any amount of Eth.

I guess you're pretty sure you were going to overcome the previous limit to make this change. Reaching that amount would be a great achievement in the current market.

Random selection of investors is an excellent strategy for attracting attention and values to the project, but in that way I think it limits some large investors to occupying only one place with a pre-set amount. Will users selected in a round be able to compete in a new round?
