I agree that ICC wants sporting wickets so fans enjoy high-scoring matches. An Indian reporter also brought up that topic in a post-match conference after Bangladesh lost the game against the Netherlands.

But after watching the scoreboard between India vs England, I guess there are some pitches where bowlers also get benefited. England struggling at this moment and it seems it will be impossible for them to score 120 runs today.

I would say that so far this World Cup has seen a good amount of variety as far as pitches go.

We witnessed an absolute road where batters humiliated bowlers and scored almost 400. We saw balanced pitches where par score was 250-270 and on some occasions 300. Coming back to what you said, the match is now poised equally as Srilankans batter or the tail enders did well in getting  Srilanka to a respectable total of 241 runs. Assuming they can defeat Netherlands, still they have to pull another thriller against Australia or SA to get to that 10 points.
