I don't know how long the period of update is but it seems one time per 60 minutes (I will add link of the detail if I find it). So technically, one user can send a merit to a Brandnew account that already makes at least one post or has never made a single post. Despite of the difference in the number of posts they have made, their ranks are displayed as Brandnew, temporarily. It depends on how we define "What is a brandnew account?" Based on number of posts have been made Or based on number of posts have been made AND have been counted by the forum database.

Alt accounts are useful in some cases, and they can't be effectively banned anyway. People can always use Tor to evade detection. So banning alt accounts outright would hurt good people more than bad people.
