I would guess that he means both. But I think that more laws is not the solution because it just burdens the legit projects, while the scammers just find a way to get away with their stolen funds.

Even the death penalty in some countries has proven to be an ineffective measure to prevent people from committing crimes. They simply don't care in the moment of their action. And as for crypto, regulation might make the space slightly better but there will always be scammers looking for ways to steal coins.
