Its still weird to see budget proposal selection behaviour like this :

*  Will not be paid with next budget. This proposal exceeds the remaining unallocated budget of 949 DASH!

I still dont understand why it allocates Dash World which has less treshold votes (11%) over Dash Debit Card which has a higher
treshold (17%) for even a lessor one payment.

Is the debit card a brand new proposal? For the first 48 hours all budgets, no matter their votes, show as "will not be paid." Proposals take 48 hours before the network recognizes them as "mature."

eventhough the Dash Debit Card budget proposal is currently not competing with the other budget proposals for next superblock as its scheduled for a later super-block, i am curious if above situation
