so say, to keep it simple, me and you both had 49% and 51% of the coins respectively.. at block one would that mean we have 49% and 51% importance score? or would it be less due to the fact that some coins cannot be vested? im just trying to think why such a thing would be implemented and all i can think is that it is to make it impossible to gain enough importance to attack the network.. or atleast make it leagues more difficult..

the way i see it working (in very simple terms), would be say i want 51% of the forging power in nxt.. (a) i would have to acquire 51% of the coins that are being used to forge.. but if that formula was used so that i never get the full forging power for all my coins (b) i would actually need > 51% in order to command 51%. so i would need to buy (a lot?) more coins in (b) then i would in (a) to perform the exact same attack raising the difficulty of the attack and lowering the odds of success perhaps by an order of magnitude depending on the number of total/extra coins needed..?

am i close to what this is for or how/why its been used?

Nope, you are not close
It has something to do with the way POI works.
When doing a transaction, we don't want the importance to be immediately transferred to the receiving account.

Depends on the amount of NEM you got. After 24 hours 10% of your NEM have vested. The vested amount must be bigger than 10K NEM to start harvesting.
