Actually, translating articles without giving credit to author and saying or indicating that it is your article is plagiarism. Translating it from English to Urdu back to English doesn't really matter, it is still plagiarism.

I can understand that someone might forget to put something under quotation marks and/or unintentionally forget to add source, we all do mistakes, but this is not the case here. It is obvious case of stealing other peoples work to earn merit.
