Если они сумеют решить техническую сторону вопроса, то дело будет не в платности или бесплатности, дело будет в используемых технологических решениях. Тогда просто все работающие на определённых принципах VPN перестанут работать. Потенциально можно будет искать индивидуальные решения, и, думаю, для одного форума с не очень большим трафиком их как-то можно будет попытаться организовать, но это, скорее всего, потребует уже каких-то навыков в области айти, хотя бы даже элементарных, так что будет доступно очень немного кому. Будем надеяться, что те, кто говорят, что VPN уже умеют в достаточной степени маскироваться под естественный трафик, правы, и не получится отключить все VPN вообще... это всё-таки более оптимистический сценарий.
