Думать о каком-либо импортозамещении нужно было еще 20-30 лет назад, а не тогда, когда приспичило. Например, у того же байкала совсем скудный ассортимент процессоров на данный момент и они не способны конкурировать с интел и амд. Их процессоры Baikal-T и Baikal-M - это все, что они теоретически могли бы предложить массовому потребителю(народу) на данный момент. Поискав чуть-чуть в интернете, обнаружил, что есть даже какие-то ноунейм ноутбуки на базе этих процессоров: Таволга Компакт NBT115 на Baikal-T и BITBLAZE Titan BM15 на Baikal-M. Только есть нюанс, Baikal-T - это какой-то огрызок, сравнимый с Pentium и Athlon, а Baikal-M по производительности уступает intel i3 7 поколения с пониженным энергопотреблением, т.е. процессору 17 года выпуска. Кстати, цена на такие ноутбуки совсем не "народная", тот же bitblaze с Baikal-M стоит вроде бы в районе 110-120k рублей и выше. Я стесняюсь спросить, вам сколько лет? 30 лет назад это 1993 год. Всё что тогда рфия могла заместить это было говно на дерьмо.
