reality of the scandal is the HPV vaccine creators should have done a phase 3 adult study before then done on kids.
due to the nature of HPV protecting kids from developing cancer as young adults. they needed to actually test kids to find its efficacy. as an adult trial of efficacy is useless
and so it was allowed to be used on kids.

the controversy is not genocidal. its that it was marketed as a approved for market use treatment. whilst reality was the kids between 2009-2011 were being observed as a trial for efficacy.
