I really appreciate your honesty with the average skills you mentioned unlike other fakers on bitcointalk.While I don't mind you getting a small amount for improving your skills as you put it but you should know, never do something for free if you're good at it.To become good at something,you have to work on those skills.IMHO,instead of using bootstrap and average css to make templates,you should start focusing on taking a step ahead to improve your skills.Start learning SASS,React and write your own CSS libraries.This isn't about earning $3-$5 rather investing the same time for the greater good.

Not if he continues to post the same way he is posting at the moment.By the time he becomes a Hero member,forum policies would have become more strict towards spam,hence making it difficult for average quality posters to participate in a signature campaign.

I need help executing a troll campaign against an online harasser.  He has several, fake twitter accounts, FB pages and two primary email addresses.  I also have his cell #.  I'm willing to pay up to the equivalent of $500.00 usd for help. 

Suggestions recommended. 

Here are the things you need to do :-
1.First things first,send $500 to a reputed escrow.
2.Have proofs of the person harassing you.
3.If it's all genuine,I would recommend taking a walk away from your computer and spend sometime with friends in real life.You're just going to waste money on a troll,don't let online troll affect your decisions so much.
Think about it logically,I mean yes you would get satoshi thirsty scum of the forum to do whatever being asked or harass the said person but you have nothing to gain from it.

Use these instructions that explain how to split your coins with electrum. The instructions were originally a contingency plan for a BU fork, but they are also applicable to any other fork.
Thanks a lot for linking me there dude,I couldn't find that link through manual searches.

While splitting your coins you can manually change the electrum settings to connect to a node on a particular chain.
That's advanced!As of now (with the version I'm running) I don't see those options but since you have given the link,I'll refer to it.

At the bitnodes website search through the IP addresses from the nodes electrum's settings lists until you find the user agent indicating which chain a particular node is on.

You are certainly right, as bitcoins price is decreasing now is the right time to buy bitcoin. It is not only an opportunity but an advantage also for traders to stock up their bitcoins and some altcoins too if you want.
What if bitcoin experinces the split and part of your bought coins become another bitcoin which is worthless? Shocked I feel,even buying coins is still risky at the point of time.

To be honest,that account should never be given back to you if you're just going to use it for bounty and signature whoring.You'd have more chances of getting the account back if it was for your reputation as a good contributor of the forum.

Depends what you wish to test and what kind of tests.End to End testing ? Unit testing ? Front-End or Back-end code testing ?
It's subjective,being a developer myself,I use Jest/Mocha/Chai for unit testing front-end.Logic testing depends on the language and is subjective..

So why are you forcing everybody on this section to use your service ? Why did you message him ? If you want to advertise your website,can't you afford forum adds instead of spamming every job requirement.

Anyone who is considering working with this guy, take his behavior and accusations into account before conducting any business with him. If he is so quick to slash out against someone who was simply trying to help him out for free, imagine what his conduct be like if he was planning on paying you.
You weren't helping him,you were forcing him to use your website and not the forum.I know this dude is genuine enough to pay all the bounties (he has done a lot of that in the past).I'd be happy to work for him any day.

Yes bitcointalk accounts are sold on  the forum.They're bought to either rip from signature campaigns or simply scam.

but how can you sell a bitcointalk account ? i mean if the person turned out to be a scammer then what can you do with his account ? how do you recover the money cause you basically can't sell an account for bitcoin or can you ?
If the person turned out to be a scammer,then the lender being a dumbass loses his money.The accounts gets a negative feedback.Honestly,I wish lenders would stop taking accounts as collateral as it only leads to further account sells and related scams.

OP,Your budget is fine.If you want stuff developed from scratch it may take a little longer for a solo developer to implement casinos + sports betting that if they're doing the backend + frontend.
My advice : Split the project,hire couple of developers.Have a development manager who performs agile techniques which improves the speed of development and reduces the time set per goal.
Coding a provable fair casino isn't a childs play,needs expertise.
