I've been assigned to these stats for a while now with my Antminer S9. How do I understand these stats?

Those stats looks like they're for the normal pool, this is the solo pool thread.

The stats show your miner is not online currently, however. Your last share was on Thursday, October 26, 2017

What's to be expected from attaching one miner to a solo pool? Don't think I've ever done a solo pool before.

In general, you can expect a block when your share number = the difficulty. This looks like an S7 at 4th/s (or maybe an Avalon 6). You will have to get lucky to find a block.

If your bestshare is great than the difficulty, you've found a block and get 99% of the reward. It's like a lottery.

The page on http://solo.ckpool.org/ explains it pretty well. The key part - if you don't find a block, you get nothing.

Your hashrate: 13.5 th/s  

So, on average, you will find a block every 808,148 blocks. At 144 blocks a day, if the hashrate stayed the same, you'd likely hit a block in 5,612 days (or 15 years)

Yeah it's not resetting properly. I fixed the pool not resetting but that broke the users' resetting.

What do you mean "saying one was expected"? As far as I can see from your hashrate you are CPU or GPU mining. Only ASIC miners are welcome here, please don't do that. Read about mining here:

I think maybe he meant "1 accepted" instead of "1 excepted". Maybe English is his second language.
