Viewing the events of the past few weeks, starting with the takeover proposal and culminating with the losses to Cryptopia and Bottlecaps, as unrelated coincidence exceeds my skill at suspension of disbelief. If I took losses as an exchange and skimmed through the recent posts of the coin to sort out what might be behind those losses I might be able to pull together some likely suspects. Nonetheless, correlation does not imply causality and I am admittedly cynical.   

I chose Bottlecaps because Trans' reputation among others was beyond reproach - I'm having a harder time seeing someone without a similar reputation working and getting this proposed clone listed on exchanges.

It is not coincidence, hacker saw that CAP may be fixed soon and attack now. First attack was 7-10 October.

Rey, to be honest, I also share this view a bit myself.  Here's the thing as I see it.  What Vamp is proposing does not mean CAP dies at all.   It is not a fork, it is not a coinswap(at least if I understand, correctly), its a new chain that accepts the same wallet from the start. To be honest there is very little we could do to stop him. See TRK vs HYP. BTC vs BCH, etc.

But if we take him at his word, and his intentions are true he maybe to help breath new life into CAP, or whatever the blockchain name becomes.

I still want to move forward with getting Cryptopia back the coins, via HF.  But doesn't mean we also can't look towards a fresh start either.

Also, I saw your IM, and I will responds tonight.

To Tranz, you can make hardfork and rollback to block 3253320, when last attack started, but it return to Cryptopia only 50% or less of stolen coins and not solve others CAP problems. We wait, wait ... and you say that have no time.
To all, CAPP fully new coin and not destroy CAP, if someone else fix it and buy on free market 36M coins and return it to Cryptopia I will be glad.

So I think some of these need discussed with the community before they are set in stone, errr code.

PoW reward 1 (need for start chain, stop after 1 month.)

My opinions:
Block time is good
Min Stake, might as well make it one day. Just be sure to change nModifierInterval  to allow for it
Max PoS block reward of 100 maybe too low. I am ok with it, not sure how others feel about it?
Pow only at first block? So not a hybrid?  I actually like how HBN is doing POW and POS. It forces POW to only come after a POS block. Prevents flash mining but still allows for people to get in with no cash.
Swap rate seems ok.. How do others feel?
I assume the PoS Rate is just based on number of coins and the reward cap hitting more often, but the base rate doens't change.

Do you plan on running checkpoint server. I think this is important to know.

My opinion:

2m block time = 720 blocks per day = 72,000 new coins possible per day creation.  For comparison, hyperstake has 1.5m block time with 1000 max coins per block and is hyper-inflating with 960,000 coins potentially generated per day.  I believe that a 2.5m or 3m block time would push the new coins down to 48,000 and 57,600 per day, respectively without dramatically affecting the coin and help to reduce inflation.  On the other side reduction of the max coin reward to 75 and maintaining the 2m block would do the same and have max coins at 54,000.

Next premine of 20mil coins would be, by definition, 200mil CAP coins.  The premine, as I assume it (please confirm), is for the top 250 addresses as show on http://www.presstab.pw/phpexplorer/CAP/richlist.php?count=250 which would be 237,959,964 CAP, unless you're going to freeze out ~38mil.

Just my opinion.

Finally, the checkpoint server is an important piece of the pie.  I run the wallets of all my coins all the time but I'm just one player.

I do have very limited time this is true. Rey and I have been working on things 1 thing at a time.

And I agree with you, no reason we can't fix CAP, and reboot it at the same time.
But I think we need to get people able to withdraw thier CAP from Cryptopia first before you start your chain. Or we have to get Cryptopia to agree to a coinswap of sorts, which in fact will logically destroy CAP, but not physically.

Edit: @vamp, also I would like to give you the public key to use for the CAPP server. I will hold the priv key, as a segregation of powers.  Let me know if this is acceptable.

Cryptopia not have CAP in wallet, hacker sell 18M CAP and then withdraw all available coins.
They can't return coins. This is my ticket:
"As I see, Bottlecaps (CAP) was 51% attacked and you lost about 36M coins. We decide start new CAP chain with latest codebase and compensate yours lost from premine. New ticker CAPP instead of CAP, coin swap rate will be 10 old coins to new 1 coin (you must reduce users balance in 10 times)
I am new developer for CAPP and If you agree and not take payment for new listing, we start development. After start new coin, just give me new address and total balance on exchange."

This is Cryptopia response:
"We have thought this over and we really don't think we should be giving out free coin listings just because coins make mistakes and get 51%ed.
You could see this going wrong with coins deliberately 51%ing themselves to gain a free listing.

We are happy with you premining new coins on an updated version of the current wallet. We don't mind if you updated all the way to a fresh new modern code base, as long as the block chain and all the transaction IDs stay intact.

But if you want to start from a fresh block chain will charge a relisting fee. Sorry if this isn't the news you wanted."

So we need hardfork for CAP, then withdraw coins from Cryptopia and then start new coin CAPP and add it to another exchange.

PS. yes, I do not need priv key, if someone else start checkpoint server. And after start new coin, you can fork CAPP to own git directory and continue as main developer. I do it only for not lost my CAP coins, that I start buying when price was 1500 sat.

I really LOVE Cryptopia and have lots of fun daytrading there.  Regardless of that, I'm impartial to this coin's fate there.  Meaning, if they are somehow sloppy and partially are responsible for their loss, should those holding CAPS foot their bill?  Isn't this coin working on another exchange now, like Tradesatoshi?

Given light of Cryptopia's response, CAP will remain as CAP cryptopia and CAPP will just be a new coin that will trade on a different exchange when it is listed.
