I think XAPO were offering debit cards but they have so much fees when comes to transactions.

xapo works differently, it directly converts you btc on the fly when you use it. This is a much better solution we get more control .
Only feature i would like to see is e-coin buy btc from our e-coin card balance. Also i notice the competition SatoshiTango that issues the cards from the same bank,
has both the buy btc, but most importantly it has a "Unload card" feature witch unloads the funds from the card to Site balance, and then it can be used for other things on site.

Where are the cards dispatched from?

Since the bank that issues these card is an Gibraltar bank then probably it dispatches from Gibraltar.

I have seen today on e-coin channel on youtube how to verify paypal account fast through e-coin card, is it possible to withdraw the money from paypal to this card and then convert to bitcoin?

We'll add unload card feature very soon. As we have just announced, we are rebranding - so we expect to have card unload right after the Wirex is launched fully.

It will be very soon.

At the moment, we have Visa virtual cards where you can withdraw funds from PayPal. However we do not have unload card feature (to transfer those funds in BTC).

we are going to add this option soon which will give you the desired flow of actions:
- verify virtual card with PayPal;
- send funds from PayPal to the card;
- send funds from the card to bitcoin wallet and get bitcoins.

The blog covers the most consequences, however to make long story short the following will change for the existing users:
- design and interface of our website;
- more features will be added and mobile app will be launched;
- new domain and new site to login (though you can use e-coin.io for some time after rebranding is completed);
- new email for support.

Cards' design will change as well (for new cards).

In general, all work flow remains the same. You will be able to use the card the same way you did before, send and receive bitcoins, load the card, verify the card, etc... Well, and more as new features and improvements are coming.

Well its clear the bank has blocked you. They can only tell you the reason and what solves it.
It could be that you are getting that message if you tried to withdraw and it got "reserved" but not yet still released back and you tried another withdrawal wich when added up to the reserved amount exceeded your daily limit.

The verification process solves it long term, or you an wait and see for your daily limit to get back or try only once next day as not to reserve any funds.
